Higashi are Japanese “dry” sweets served with うすちゃ or thin tea. Higashi are smaller than Omogashi and you have to eat them in small piece. To break a larger piece, it would be rude to use your teeth or hands, so you need to do it using the paper… of course without your finger touching the sweet which is easier said than done.
